Cleopatra Kambugu, a trans woman and human rights activist from Uganda, recently celebrated receiving a new national identity card with her preferred gender marker and name. Despite this milestone, gender recognition remains a challenge for most trans individuals in the country. The lack of specific laws regarding transgender people in Uganda creates legal uncertainties and obstacles for those seeking official recognition. The existing legislation in Uganda reflects public and political hostility towards LGBT individuals, making it dangerous to openly identify as such. While some progress has been made with the issuance of new ID cards reflecting preferred gender markers, changing previously issued documents remains difficult due to stringent requirements. Organizations like HRAPF provide essential legal services to sexual minorities but face challenges due to limited access to medical procedures required for legal gender changes.
