Abstract
This systematic review analyzes the literature on the use of open innovation in the public sector. Key findings include:
The use of open innovation in the public sector started gaining more attention in the literature since 2013, with a peak in 2017. This coincides with the creation of the Open Government Partnership in 2011, which promoted open government practices globally.
The main approaches used for open innovation in the public sector include web platforms, social media, crowdsourcing, open data, gamified platforms, hackathons, crowdstorming, and leveraging technology.
The key stakeholders involved in open innovation initiatives are citizens, private companies, intermediaries (e.g. living labs, crowdsourcing platforms), and government agencies themselves. These stakeholders play diverse roles such as providing external innovation, facilitating the process, funding, and supplying data and resources.
Factors that promote open innovation in the public sector include collaboration, open data, technologies, creating a laid-back environment, engaging external actors, raising citizen awareness, disclosing challenges, empowering people, facilitating contracts, providing financing, using gamification, and leveraging intermediaries.
The main challenges of applying open innovation in the public sector are related to bureaucratic aspects, highlighting the need for more reflection on the appropriate procedures and methods to be used in the public sphere.
